Project Governance
The Western New York Quality Measurement Collaborative (WNYQMC) is comprised of three partnering health plans: BlueCross/BlueShield of Western New York, Independent Health and Univera Healthcare.
In 2007, WNYQMC obtained New York State Department of Health (NYSDOH) Demonstration Project funding to expand on existing quality measurement and pay-for-performance (P4P) programs. The following is the WNYQMC’s deliverables to NYSDOH:

In 2007, WNYQMC obtained New York State Department of Health (NYSDOH) Demonstration Project funding to expand on existing quality measurement and pay-for-performance (P4P) programs. The following is the WNYQMC’s deliverables to NYSDOH:
- Develop a legal and project governance infrastructure to allow the stakeholders to collect, aggregate, analyze, benchmark and report physician performance.
- Secure pharmacy and medical claims from the area’s three health plans for the years covered in this grant (2005-2008).
- Aggregate the data and produce physician-level reports on the 19 selected HEDIS® measures.
- Develop baseline reports for review by primary care physicians who qualify for one or more of the quality measures (patient n ≥ 30).
- Provide pay-for-participation honorariums (which concluded 12/18/09), with funding provided by the health plans and matched by the NYSDOH, to primary care physicians who review their quality reports.
